Also evaporates and carries the scent a bit.
Oils tend to bind better with Alcohol than water.
Yeah, it's to make all the scent oil cling together. There are some perfumers who work with water and seem to have gotten it to work, like Christopher Brosius (http://www.cbihateperfume.com/).
