Is a splash a special type of after shave? If so what is the difference between splash and a after shave?

A "splash" is any aftershave you can splash-on.

Other types of aftershaves are balms, conditioners, and lotions. (these are milky, or thicker like moisturizing lotions)

However:

Some aftershave producers will call a "splash" a "lotion" (ie. Pinaud)

confused yet ;)
